Do mobility scooters need to be registered with DVLA?
Under UK law on using registering mobility scooters, all Class 3 mobility scooters, as well as those not in a class, must be registered with the DVLA. Class 3 mobility scooters are road-legal scooters with a maximum speed of 8 mph, such as the Orion Metro. You won’t, however, be required to pay vehicle tax if your mobility scooter has to be registered with the DVLA.
Class 2 mobility scooters with a maximum speed of 4 mph, such as the Mirage and Leo, are designed for pavement use only and do not need to be registered with the DVLA.

How to register a mobility scooter with the DVLA
